Virginia AI Education Mandates Are Now Law

April 13, 2026, Governor Spanberger signed House Bill 1186 (Chapter 937) and Senate Bill 394 (Chapter 943) of the 2026 Virginia Acts of Assembly into law, codified as § 22.1-20.2:1 of the Code of Virginia. Every one of Virginia’s 131 school divisions is now operating under an enacted mandate requiring school divisions to establish, implement, and enforce policies governing artificial intelligence systems in instructional settings. This includes student data privacy protections under FERPA and COPPA, vendor data agreements prohibiting student data from training external AI models, and administrator monitoring through dashboards, audit logs, and transcripts of student interactions.

The effective date is July 1, 2026. That is less than 90 days from today. Full compliance analysis — every requirement, every deadline, and every gap the law leaves unanswered we will be following it here.
